Position Purpose & Summary The China Maintenance & Reliability Leader is responsible for the tactical oversight of the Maintenance & Reliability Excellence governance and plant asset management for the China region.
Activities include alignment and implementation of Reliability Excellence programs; leading operational effectiveness; project planning, contractor / vendor management;
best practices application, training and support, and champion change and people management within the China region.. This position has accountability for the Maintenance and Reliability Excellence of mechanical, assets to include the MRO storeroom management.
This position also manages the regional relationships with the major contracted services for the region which includes contract negotiation and quality metrics.
This position provides and seeks guidance to / from Global Maintenance & Reliability Leader, Regional Managing Director, Regional Director of Operations & Engineering, Facility Manager and plant site reliability team members
40% Maintenance Excellence
Monitor CSST-China site’s execution of equipment maintenance strategies and initiate performance dialog as needed to drive improvement.
Manage through actions the implementation of Reliability Excellence standards and actions.
Influence and monitorReliability Deliverables as part of the Capital Project Build Template for capital projects within the region.
Drive, monitor and maintain Asset Health Evaluation and Equipment Maintenance Strategies and continuous improvement for the sites within the region
Partner with and Execute Reliability Excellence compliance and audit strategies for sites in alignment with Global CSST Group.
Execute agreed upon automated tools and technology that drive improved reliability and base maintenance costs.
Monitor and provide input on use of sites Maintenance contractors as part of contractor consolidation.Owns the regional relationship with major M&Rcontractors.
Work with sites to establish and achieve specific reliability business plan objectives.
Manange the CSST China M&R budget while working with sites to plan and manage specific maintenance budgets and spending plans to align with overall CSST China M&R budget expectations
Drive expectations of coordinated major maintenance outages within the region (China) to ensure seamless delivery to customers, effective resource loading, and cost optimization.
Manage and report metrics that measure performance against goals.Conduct performance dialog around metric performance.
Align regional M&R focus areas and goal with Global S&S Group.
Conduct maturity M&R maturity assessments within the region (China) and follow up on actions identified at the sites.
Ensure effective M&R spend is achieved in each location measured through reliability goals and expectations rather than financial metrics
30% Reliability Excellence Leadership
Consistent production loss tracking and reporting through common system in alignment with the Global S&S Group M&R function
Lead, drive and execute Reliability strategies and business plans for the China region and sites.
Demonstrate leadership and provide direction to sites Reliability Engineering professionals.
Liaise, provide and seek guidance to / from regional and site leadership.
Conducts performance dialog on Reliability Excellence objectives and results at the BU and Site level.
Monitor site Bad Actors and support target asset class reliability improvement for the region.
Communicating new leandingpractices to S&S Group M&R Lead.
10% Collaboration with Other Functions Inside and Outside the BU (Asset Integrity, EHS, PSRM, CSSP)
Ensure compliance and commitment to policies, procedures, and regulations.
Partner with BU PSRM Lead to align maintenance strategies on High Hazard Processes to minize the probability of a PSRM event.
Collaborate with BU EHS toimprove M&R contractor safety, minimizeSIF(p) events, and environmental compliance.
Collaborate and Partner with CSS&P on cost optimization ideas and initatives.
10% Continuous Improvement
Drive implementation of Starches & Sweeteners Global group M&R "best practices"as identified.
Drive Process Standardization in M&R in the CSST China region where appropriate.
Make process improvement recommendations to the Global CSST M&R group
Actively pursue continuing education around leading Reliability Excellence practices.
Maintains and manages a continuous pipeline of CI projects / initiatives for the CSST region that deliver long term value creation without jeopardizing reliability.
Drive improved results through a metrics management approach as part of the continuous improvement foundational element of Reliability Excellence
10% Talent Management
Collaborate with BU(s) HR and Operations teams to support current M&R talent needs.
Identify and engage key BU(s) stakeholders and monitor and measure commitment.
Reliability Engineeringtalent development for current and future regional needs.
Train site resources in M&R standards and expecations.
Drive technical education development plan for M&R
Bachelor's Degree in Mechanical Engineering or related technical discipline
Verbal and written English skill sufficient to regularly work within a regional and global M&R team
Minimum of 10 years of operational and / or maintenance management experience.
Leadership and effective communication.
Ability to lead through influence location M&R Leaders
Experience with change / project / initiative management.
Ability to travel up to 50% within the region.
CMRP (Certified Maintenance and Reliability Professional).
Project management experience.
Maintenance management experience.
Operations / maintenance experience in a Starches, Sweeteners or Texturizers facility.
Knowledge of / experience with statistical tools & methods

Preferred working location is Songyuan, Jilin, China. Required to be located at one of CSST’s operating facilities.
