Job Purpose :
Asia (particularly China) is accelerating its pace in putting up new laws, regulations and policies. Whilst the intentions are good and yet not all of these regulations are set with sound scientific base and wide industry consultation.
Some requirements, e.g. Fire Code and some VOC requirements in China, have already made significant impact to the industries and our businesses.
These rules and regulations are often coupled with added complexity in technical details.
In China, the recent reform results in increased reviews and revisions of national standards. Huntsman foresees that there is an increasing need to participate in the technical discussions and debates through well-coordinated actions both by ourselves as well as with the industry.
There is a need for Huntsman to stay close and enhance our advocacy both from regulatory and technical support aspects. These needs also apply to other countries in Asia.
A proposal is hence raised to add a full time role to respond to these challenges. The position supports all business divisions although mainly the polyurethanes division in the first 2 years particularly for the fire code project.
Principal accountabilities :
Co-ordinate and lead (when needed) technical aspects of key industry issues in Asia - but in 2017-2018, mainly for the Phoenix Project (fire code in China, led by Holly Cheng)
Lead relevant technical discussions within Huntsman in Asia, leverage our issue management expertise in EAIME and Americas, and recommend industry actions
Represent Huntsman in external meetings on technical inputs and debates in shaping relevant codes and regulations in Asia.
These include the following :
a. International Isocyanate Institute (III) Fire Science Coordination Group to widen scientific knowledge. Provide input in the development of the new technical fire code, work with international experts through the III.
b. Cold Storage Standard and Sandwich Panel Engineering Standard which have significant impact on PU downstream penetration in China
Co-ordinate in PU and other divisional projects where technical standards review, interpretation and support in lobbying are necessary
Monitor Asia’s standards development and analyze its impact on the businesses
Liaise with other regions to leverage and maximize synergy on industry issue management
Special Features :
The position holder is expected to work very closely in 2017-2018 with the Government Relations team which provide leadership and guidance on projects like Phoenix.
He / she is an important player in the core team of the Phoenix Project.
The position holder needs to partner with the businesses (management, marketing, etc), issue management, R&D, and EHS.
He / she needs to have a general understanding of the Chinese environment, health and safety regulations which are related to the chemical industry and a good technical understanding of the requirements which are backing these regulations;
is expected to partner with various external stakeholders and leverage all available resources to achieve advocacy goals.
Knowledge, experience and skills required :
Minimum MSc in Chemistry, Chemical Engineering, Materials Science, Energy Law and / or other related disciplines.
At least 10 years of working experience in R&D, marketing, advocacy, or business. Good knowledge and track record of experience in codes and standards is a plus.
Experience in building insulation is also a plus.
Fluent in English and Chinese.
A Quick learner with good report and PPT skills.
